asked the Secretary of State for Foreign Affairs whether he is able to communicate to the House any information respecting the Bill introduced into the Cuban Senate for the abrogation of the Cuban Ports Law of 1911; and whether the British Minister at Havana has received instructions to act in friendly co-operation with the representatives of France and Spain in approaching the Cuban Government in the interests of international commerce?

Mr. ACLAND

I understand that a Bill was introduced into the Cuban Senate on 16th May last to annul the law of the 20th February, 1911, which granted the Ports Concession, and all the Regulations and Decrees signed by the Executive in the execution of that law. The third article of the Bill provides that as soon as the Ports Company can prove the effective value of the works performed up to date, the Executive will make proposals to Congress in regard to reimbursement for the value of these works. His Majesty's Minister is fully conversant with all the details of this matter and no special instructions to him at the present stage have been given or are required.
