asked whether the Government of India proposes to create a large reserve for the Indian Army at the expense of the peace establishments; what progress has been made towards the completion of Lord Kitchener's scheme of re-organisation; and whether that scheme was accepted in principle by the Government of India and the Secretary of State in Council?
