asked under what Section of the National Insurance Act, 1911 (Unemployment Insurance), and under what regulations if any, issued pursuant thereto, workmen in the needle trade engaged in making hubs and dies are compelled to insure against unemployment?

I assume that the right hon. Gentleman is referring to a decision of the Umpire that workmen described as needle tool makers and engaged wholly or mainly in the work of making dies to be used in the manufacture of needles are liable to contribute under Part II. of the National Insurance Act. In accordance with Sections 91 (1) and 101 (6) of the National Insurance Act, 1911, and the Unemployment Insurance (Umpire) Regulations, 1912, the Umpire appointed by the Crown, under Section 89 of the Act, is alone empowered to give an authoritative decision on the question whether contributions under Part II. of the Act are payable in respect of any class of workmen.

Is there but one single authority to deal with these doubtful cases and that the Umpire? Is there any appeal from him?

Mr. ROBERTSON

The Umpire is the authority appealed to. There is another question with regard to appeals which I will answer presently.
