§ Mr. BIRRELLJohn Welan lives with his nephew on a farm of thirty-five acres 12 which he assigned to the nephew some years ago. The farm is well tilled and fully stocked, and, in the opinion of the Local Government Board, his maintenance should be clearly worth more than £31 10s. a year.
