asked the President of the Board of Agriculture whether, in view of the difficulty experienced by the breeders of non-pedigree cattle, and especially by milk-selling smallholders, to obtain for their cows the service of sound bulls of good quality and milking strains, he proposes by means of a Grant from the Development Fund or otherwise to render such bulls more easily available either on free nominations or at a low fee?

A scheme designed to meet the difficulty to which the hon. Member refers has been adumbrated by me for some months past, and is being considered in detail in consultation with the Development Commissioners.
