asked by what provision, if any, of the Government of Ireland Bill the Irish Parliament would be prevented from repealing the land valuation provisions of the Finance (1909–10) Act, 1910, so far as applicable to Ireland?

The PRIME MINISTER

I am advised that this is the effect of Clause 2 (11) (b).

May I ask the right hon. Gentleman whether that is on the ground that valuation is part of the cost of the collection of taxes; and, if so, whether he is aware that the Chancellor of the Exchequer has always strenuously contended that the cost of valuation is no part of the cost of collection?

In that case we shall have an interesting discussion, on the subject when we reach Clause 2.
