asked whether it is the intention of His Majesty's Government to submit to Parliament during next Session proposals for conferring autonomous institutions on the English people?

The PRIME MINISTER

As I have already said more than once, I cannot at present make any statement as to the business of next Session.

Might I ask if the English people are to be the last in these Islands to enjoy the blessings of federalism? Is the right hon. Gentleman going to bring in a Bill for Scotland next year?

The PRIME MINISTER

I do not know whether the hon. Gentleman heard my answer. I said I cannot at present make any statement as to the business of next Session.
