asked the Prime Minister whether he can arrange that the two annual Treasury White Papers dealing with the financial relations with Ireland, and which have been moved for this year, shall be issued at an early date, and that two Papers in similar form with the estimated revenue and expenditure for the year ending 31st March, 1913, showing the details on which the Government have framed their financial proposals for the Government of Ireland Bill, should be prepared and issued in conjunction with the others before the Committee is entered upon?

The PRIME MINISTER

It is hoped to issue the Return standing in the name of my right hon. Friend the President of the Board of Education, and the other Return relating to 1911–12, if moved for, early next month. A Paper will be issued explaining in fuller detail the figures given in the White Paper circulated with the Bill, but it is not thought that it would be practically convenient that it should be in the same form as the annual financial relations Returns.

asked the Prime Minister when he will publish the terms of the Financial Resolution in connection with the Government of Ireland Bill?

The PRIME MINISTER

The Resolution will be published in due course, but I can make no further statement with regard to it at present.

May I ask the right hon. Gentleman whether he will give us the earliest possible notice he can of the terms of this very important Resolution?

The PRIME MINISTER

Yes, certainly, before we reach the Financial Clauses.

I hope I may press the right hon. Gentleman to give us the Resolution before we begin the Committee stage and in good time.
