asked whether it is now the rule of his Department that only peers are appointed to governorships in India, and that when commoners are found suitable for such posts they are made peers either before or immediately after their appointments; and, if so, why this system has been adopted, and how many governors during the last six years have remained commoners during the retention of their offices?
