asked the Secretary to the Treasury if he will state the amount of the fine to be levied against any employé under Section 69 of the National Insurance Act who fails to produce an insurance card to his employer for stamping?

Mr. MASTERMAN

The conditions under which an employé will be called upon to produce his card or be subject to liability if he fails to do so, will be laid down in regulations about to be considered by the Advisory Committee and subsequently to be laid on the Table of the House. Any person who refuses to comply with any such regulation would be liable under Section 69 to a fine not exceeding £10.

Am I to understand that this fine is on the employer and on the employé?

Mr. MASTERMAN

If the hon. Member will be good enough to wait until the regulations are issued he will see the conditions under which fines can be imposed.
