asked the Secretary of State for the Home Department if he will state whether, in view of the costs charged in convictions for non-attendance at schools, he can order a revision to the effect that the summons in these attendance cases should be served by post as are jury and petty jury summonses, with a view to curtailing the expense?

I have no power to issue instructions of the nature indicated.

Captain FABER

Can the right hon. Gentleman say who has power, or who ought to have power, to serve these summonses by post?

Mr. McKENNA

I am not sure that it can be done without an amendment of the law.

Captain FABER

Who on that bench is responsible for the amendment of the law?

Mr. McKENNA

The Government, as a whole.
