§ Sir E. GREYThe answer to the first part of the question is in the affirmative. I have not read all the articles. In regard to the third part of the question, I would refer the hon. Member to the reply 1818 which I gave to his question on the same subject on 16th May, and especially to the answer given in regard to point 4 and the concluding portions of that question—to which I have nothing to add.
