asked the Secretary of State for Foreign Affairs, whether he can give an assurance to the House that no pressure of any kind will be put on the Persian Government to grant the railway concessions proposed to be asked for by England, Russia, or the International Syndicate financing the proposed Trans-Persian Railway.

I cannot give an assurance that no railway concession of any kind will ever receive diplomatic support in Persia, but if what is meant by the question is pressure of an offensive nature, I can certainly say we have no intention of resorting to anything of the kind.
