§ 81. Mr. H. W. FORSTERasked the Secretary to the Treasury if arrangements made by the provisional insurance committees will be binding on the insurance committees when finally constituted?
§ Mr. MASTERMANThe Commissioners will, at an early date issue for the guidance of all provisional insurance committees a memorandum as to their powers and duties. The memorandum will deal generally with the powers of the committees and the extent and manner in which they should exercise these powers.
§ Mr. FORSTERCan the right hon. Gentleman tell me whether the Commissioners will have power to make binding such arrangements as I refer to?
§ Mr. MASTERMANI am afraid I cannot give any general answer. Perhaps the hon. Gentleman will put a question after he has seen the memorandum, a copy of which I shall be glad to send to him.
