asked the Secretary to the Treasury if arrangements made by the provisional insurance committees will be binding on the insurance committees when finally constituted?

Mr. MASTERMAN

The Commissioners will, at an early date issue for the guidance of all provisional insurance committees a memorandum as to their powers and duties. The memorandum will deal generally with the powers of the committees and the extent and manner in which they should exercise these powers.

Mr. FORSTER

Can the right hon. Gentleman tell me whether the Commissioners will have power to make binding such arrangements as I refer to?

Mr. MASTERMAN

I am afraid I cannot give any general answer. Perhaps the hon. Gentleman will put a question after he has seen the memorandum, a copy of which I shall be glad to send to him.
