asked the Secretary to the Treasury whether the Regulations issued by the National Insurance Commissioners are meant to imply that under no circumstances is any employé liable to a penalty for neglect to provide himself with and produce an insurance card to an employer for stamping?

Mr. MASTERMAN

No, Sir.

Mr. WEIGALL

May I ask the right hon. Gentleman when the onus on the employer to fill up an emergency card ends and the "unreasonable refusal" of the employé begins, in view of the fact that he has given directly contradictory answers to these questions?

Mr. MASTERMAN

I can assure the hon. Gentleman that I have not given contradictory answers.

Mr. WEIGALL

How soon is the emergency card to be brought into use?

Mr. MASTERMAN

It is to be brought into use on the first day of the insurance.

Mr. WEIGALL

But is the emergency card to be used before the "unreasonable refusal" of the employé?
