asked the Secretary of State for the Home Department if he has received an appeal from Mr. R. E. Pallet, of 6, Coningsby Road, Harringay, N., for remission of a fine imposed upon him for a breach of a by-law of the Lea Conservancy Board, on the ground that the said by-law was believed by the offender to be ultra vires, and has since been rescinded; and, if so, will he accede to the appeal and remit the fine?

Mr. McKENNA

An application was received from Mr. Pallet in 1900, but no sufficient ground was shown for advising the remission of the fine imposed upon him and he was so informed at the time. I have reconsidered the case, and I see no reason to depart from the decision which was then arrived at.
