asked the Secretary of State for the Home Department, if his attention has been called to the complaints which have recently been made by jurymen as to the excessive calls made upon them; will he say who is responsible for the selection of jurors to serve on special juries; and has he any power to issue orders requiring the selection of jurors on some definite system which will result in the duty of serving on special juries being equitably distributed among all persons liable?

My attention has been called to this matter, and as the Noble Lord is aware, this and other questions relating to jury service are now under the consideration of a Committee which I appointed. The qualifications of a special juror are fixed by Statute, and it is the duty of the overseer who prepares the jury list to specify the names of those persons who are qualified to act as special jurors. I have no authority to give any instructions upon the subject.
