asked how many out of the total number of members of the district board, talug boards, municipalities, and union panchaits, in the districts of Ganjam, were Uriyas, and how many were Telegus, in the years 1903, 1909, and the present year, and how many of the members of each race were appointed by nomination and by election, respectively?

The returns showing the working of local and municipal boards in the Madras Presidency do not contain the information desired by the hon. Member.

7. Mr. MacCALLUM SCOTT

asked, in view of the fact that the majority of the population of the district of Ganjam are Uriyat-speaking, and in view of the fact that the proceedings in the law courts are conducted in a language which is foreign to them, what proportion of the litigants (plaintiffs and defendants) resorting to the district munsif's court at Aska in the year 1910 were Uriya-speaking and Telegu-speaking, respectively?

The Secretary of State has not the information asked for regarding litigants, and it appears from a reply recently given to a question in the Madras Legislative Council that the Madras Government has not statistics on the subject.
