asked whether, under the Government of Ireland Bill, Irish services and departments will be able to be established by the Lord Lieutenant on the advice of an Irish Executive without any Act of the Irish Parliament?

Yes, Sir. Any doubt which may have arisen on this point owing to the wording of Clause 4 (3) will be removed by an Amendment which has been put down by the Government for the Report stage.
