asked whether, with reference to Clause 2 of the Government of Ireland Bill, the power of laying down the conditions under which brewing, distilling, and the manufacture of tobacco in bond may be carried on in Ireland, and the making of regulations governing the same, will be excluded from the administration of the Irish Executive, and confided entirely to the Board of Customs and Excise in London?
