asked the Prime Minister if his attention has been called by numerous urban district councils to the distinction drawn by Parliament in several Acts in recent years between urban districts and boroughs with an equal population, and, as such distinction is altogether artificial, if he will introduce legislation to enact that urban district councils with a like population should have similar powers conferred upon them to those which have in recent years been conferred upon boroughs; and whether in all future legislation he will consider the possibility of giving equal powers to boroughs and urban district councils alike?
