54. Mr. MacCALLUM SCOTT

asked the Prime Minister whether the terms in which he explicitly accepted the principle that the great Dominions sharing in the defence of the Empire upon the high seas must necessarily be entitled to share also in the responsibility for and in the control of foreign policy have been published; if not, whether he will publish them; and whether he has given any undertaking or indication to the Canadian Government of the manner in which the means for the constitutional accomplishment of this principle must be sought, discovered, and utilised without delay?

My right hon. Friend the Secretary of State, for the Colonies has sent a dispatch to the Governors of the Dominions in which the declarations of His Majesty's Government to the representatives of the Dominions in regard to this and kindred matters are fully set out. It will be laid on the Table we hope shortly.
