Mr. GINNELL

asked whether the financial provisions of the Bill conferring full self-government upon Ireland will be based upon statistics and analysis of the financial relations between Great Britain and Ireland since the Act of Union, ascertained by one of the parties and withheld from the other; whether any information on the subject will be given apart from the proposals in the Bill; and, if a separate statement of the particulars forming the basis of those proposals is to be submitted to the House, whether any representative Irishmen will be empowered to verify those particulars before they are produced?

As I have already said more than once, I am not in a position at this stage to make any statement as to the provisions, financial or otherwise, of the Bill in question.

Will the right hon. Gentleman answer the second paragraph of the question which relates to matters outside the Bill?
