§ The PRIME MINISTER (Mr. Asquith)No, Sir; I am not prepared to introduce the suggested legislation in either case. Both the Departments referred to have at their disposal the best expert advice, and it is not, in my opinion, desirable to divide the responsibility of the Head of the Department.
