asked the Prime Minister (1) whether he will consider the desirableness of introducing legislation to amend the constitution of the Board of Trade by the addition of one member who has had practical experience in trade; (2) whether he will consider the desirableness of introducing legislation to amend the constitution of the Board of Agriculture by the addition of a practical farmer to its membership?

No, Sir; I am not prepared to introduce the suggested legislation in either case. Both the Departments referred to have at their disposal the best expert advice, and it is not, in my opinion, desirable to divide the responsibility of the Head of the Department.
