asked the right hon. Gentleman whether he is aware that a regulation of the Commissioner of Police for the Metropolis forbids the licensing of any vehicle so constructed as to completely enclose the driver; whether his attention has been drawn to the increase in the number of such vehicles, often driven at high rates of speed, in which the driver is prevented from either seeing or hearing adequately what is passing around him outside; and whether, in view of the danger and inconvenience to the travelling public of such an arrangement, he will take steps to follow the example of the Home Office in making regulations to forbid the use of such vehicles in public thoroughfares?

I am aware that it is not the practice of the Commissioner of Police to license motor cabs and omnibuses of the construction described, but I have so far not received any representations with regard to motor cars generally. I will, however, have the point noted.
