asked whether the Prime Minister intends to fulfil the pledge, given on behalf of the Government in 1907, that they would put an end to the practice of blocking Motions?

I beg to refer the Noble Lord to what I said in Debate on this subject on 20th June, 1907, when I stated that one of the conditions precedent to any action being taken was that it should command general assent from all quarters of the House. That statement I have frequently repeated, and I regret that that condition is not as yet fulfilled.
