asked the Prime Minister whether, in view of the constantly accumulating arrears of public and private legislation, he will consider the advisability of following the recommendation of the Select Committee on Procedure which reported in 1890 and introducing a Standing Order enabling partly considered Bills to be carried over to the ensuing Session?
