asked the First Lord of the Admiralty why command pay for commanders in independent command of ships and tenders is only 3s. 9d. and 2s. 6d. respectively, whereas lieutenants in command of ships and tenders receive 4s. 9d. and 3s. 6d. respectively; and if steps may be taken to alter the rate of commander's pay in the next Estimates?

The rates of command money for commanders are the same as for lieutenants, namely, 3s. 9d. or 2s. 6d. a day according to the nature of the appointment, but lieutenants in command have received since 1840 an increase in full pay of 1s. a day in addition to command money. The answer to the second part of the question is in the negative.

Why should not the commanders receive an increase of full pay in the same way as lieutenants do of Is. a day? Because it has gone on since 1840 there is no reason why it should not be granted now.

The shilling a day paid to lieutenants has been repeatedly explained as not being command money, but part of their full pay. That is taken into account in reckoning the whole full pay of a lieutenant. The command money of a commander is, of course, on quite a different footing.
