§ Mr. HOBHOUSEOne hundred and sixty-two clerks to surveyors of taxes have been offered promotion during the past two years, and of these 137 have accepted it. Fifty-six clerks have been granted an increase of salary on accepting promotion; and twenty-five have declined promotion.
