asked whether the right hon. Gentleman will consider the advisability of reducing the present high rates of postage charged upon magazines and periodicals, in view of the revenue provided by the present rates of carriage to the Post Office?

I have given much attention to the rates of postage upon magazines and periodicals, and, as at present advised, I am not prepared to seek legislation for the purpose of extending the scope of the newspaper post, on which there is a heavy loss. It is doubtful whether there is any profit on the postage of magazines.
