§ Mr. HERBERT SAMUELI have given much attention to the rates of postage upon magazines and periodicals, and, as at present advised, I am not prepared to seek legislation for the purpose of extending the scope of the newspaper post, on which there is a heavy loss. It is doubtful whether there is any profit on the postage of magazines.
