asked whether the Post-master-General will consider the question of permitting Indian newspapers, when posted in this country from one address to another, to be charged at the same rates as British newspapers, and not to be charged as foreign newspapers at double rates?

Under the statutes relating to the Post Office, I have no power to convey newspapers published in India at the rate applicable to newspapers published in the United Kingdom, nor, in view of the loss already incurred on the newspaper post, is it expedient to seek such power. A newspaper published in India, when sent by post within the United Kingdom, is subject to the same rate as other printed matter, namely, a halfpenny per two ounces.
