asked the First Lord of the Admiralty, if he could explain the cause of the delay in publishing the decisions on the recommendations, dated 1909, of the staffing committee in connection with the clerical staffs of His Majesty's naval establishments; and, if not, could he hold out any hope of a speedy decision in this matter?

As I explained to the then Member for the Tavistock Division on the 19th July last, this is a matter with regard to which the Admiralty have not complete discretion.
