asked whether the minor changes arising out of the Report of the Committee appointed in 1908 affecting the writing staffs of the dockyards which are to be immediately promulgated are favourable or otherwise to the men concerned?

Mr. McKENNA

The reply is in the affirmative.

Sir CLEMENT KINLOCH-COOKE

asked the First Lord of the Admiralty if he could explain to the House why the privilege of establishment granted to other departments in the Royal dockyards was withheld from the men employed in the Director of Works Department; whether he was aware that many men employed in this Department had been so employed for periods ranging from ten to twenty-two years; and whether he would place all workmen in the Royal dockyards on the same footing as regards the privilege of establishment?

I must refer the hon. Member to the answers which I gave him in reply to similar questions on the 13th and 25th April last.
