asked whether, in making arrangements for the forthcoming military manœuvres he will carefuly consider the advisability of throwing as many contracts as possible open to those producers who reside within the manœuvre area, and thus interest as wide a circle as possible in the question of national defence?

Instructions have already been issued that supplies required by the troops engaged in this year's manœuvres shall, as far as practicable, or when prices admit, be obtained from the locality in which the troops are employed.
