asked the President of the Local Government Board whether, in view of the annoyance caused to many residents in London by the varied nature of the warning signals employed by motor vehicles during the hours commonly devoted to sleep, he will take steps to compel all motors in urban areas to use a bell as a warning note between the hours of twelve midnight and seven a.m.?

I am advised that, in view of the terms of Section 3 of the Locomotives on Highways Act, 1896, legislation would be necessary to give effect to the hon. Member's suggestion.
