asked whether an agreement to refer to arbitration any dispute that might arise between Great Britain and the United States has been arrived at, and was made known at the close of a conference between Mr. Bryce, the British Ambassador, and Mr. Knox, the American Secretary of State; and, if so, why this information has not been communicated to the House of Commons?
