asked whether, after the opinion of the West India Colonies is ascertained on the Report on the trade relations between Canada and the West India Colonies, the House of Commons will have a full opportunity of considering the policy involved before the suggested agreement for preferential trade is adopted by His Majesty's Government?

Until the opinion of the West Indian Colonies has been ascertained my right hon. Friend, the Secretary of State for the Colonies, thinks that it would be premature to consider the question of facilities for a discussion in Parliament.
