asked the Prime Minister whether he is aware that the Lord of the Treasury, the hon. Member for Dumfries Burghs, recently stated at a meeting of the Young Scots Society held in Edinburgh that he was busy compiling a list of men who would be willing to accept peerages and take their places in the House of Lords if the Peers would not pass the Parliament Bill; whether such statement was made with his authority and sanction; and, if so, whether he can state if any definite pledge is being demanded, conditional on recommendation for a peerage?
