asked whether any powers exist in the National Insurance Bill enabling the Insurance Commissioners to delegate their powers in matters of detail?

Mr. LLOYD GEORGE

Yes, Sir, there are such provisions where necessary, as for instance in Clauses 2 (2), 65 (ii.) and 66(3).

Mr. HARRY LAWSON

When may we expect the rules and regulations made by the Insurance Commissioners to be laid on the Table of the House?

Mr. LLOYD GEORGE

I feel certain the Insurance Commissioners will not frame their rules and regulations until the Advisory Committees have been appointed and until they have had an opportunity of consulting the representatives of all the interests concerned.

Mr. HARRY LAWSON

Will there be an opportunity of examining and discussing them some time before the Bill comes into operation?

Mr. LLOYD GEORGE

Oh, yes; ample opportunity, I should say.

Will the right hon. Gentleman give the names of the Scotch and the Welsh Commissioners before the House rises?
