asked the Secretary of State for the Home Department whether it was with his permission that a chief inspector of factories joined in signing a letter on a controversial political question, namely, the Insurance Bill, which appeared in "The Times" newspaper on the 6th instant; and whether such action is contrary to the rules of the Civil Service?

Mr. McKENNA

It was not with my sanction or knowledge that the inspector in question signed the letter which appeared in "The Times" on the 6th instant. She explains that she signed the letter in her private capacity only, and that the description of her official position was added without her knowledge. It is an established rule, however, of the Civil Service that its members take no public part in regard to the political questions of the day, and I have received an assurance from the inspector which appears to me satisfactory as regards her future action.
