asked what is the total number of persons, not at the time of their appointment in permanent Government employment, who have been appointed since January, 1906, to positions in the Inland Revenue Department with salaries exceeding £100 a year, and who did not previously to their appointment pass an examination by the Civil Service Commissioners; and what is the total amount of their salaries?

Mr. HOBHOUSE

The total number of persons is 325, including 200 clerks to surveyors of taxes who were established in 1908, and the total amount of salaries is £87,629 per annum.

Mr. BYLES

Is there any good reason why these various appointments referred to in this and many previous questions should not be put up for public competition?

Mr. HOBHOUSE

Very often much better results are obtained by not putting them up to competition.
