asked within how many miles from its coast the Norwegian Government claims the right to regulate fisheries; and whether such coast-line was taken to mean the outermost rocks on the coast, irrespective of their being submerged during a portion of the twenty-four hours?

This question was, I understand, answered yesterday. Under Norwegian law territorial jurisdiction is claimed over all waters up to a distance of four English nautical miles beyond the furthest outlying island or rock which is not washed over by the sea. I am not aware of any instance of the practical assertion of this claim, which is not admitted by this country.

The question asked yesterday by my hon. Friend the Member for St. Andrews Burghs (Mr. Duncan Millar) is not quite the same as mine. I do not know whether the right hon. Gentleman has anything to add as to the last portion of my question—"whether such coast-line is taken to mean the outermost rocks on the coast, irrespective of their being submerged during a portion of the twenty-four hours"?

I understood that was covered by the answer that territorial jurisdiction is claimed over all waters up to a distance of four English nautical miles beyond the furthest outlying island or rock which is not washed over by the sea.
