I wish to ask the Prime Minister a question, of which I have given private notice, namely, whether it is with the authority of the Government that the Under-Secretary for the Colonies is inviting the support of the electors of the Ilkeston Division in favour of a policy which embodies the abolition of the hereditary principle in legislation and the establishment of an elected Second Chamber?

The PRIME MINISTER

I understand that my right hon. Friend in the remarks referred to expressly stated that he was not speaking on behalf of the Government, but giving only his personal opinion. The proposals of the Government, as I stated on Monday, will be fully laid before the House at the earliest possible date.
