Sir HENRY DALZIELI wish to ask the Prime Minister a question, of which I have given private notice, namely, whether it is with the authority of the Government that the Under-Secretary for the Colonies is inviting the support of the electors of the Ilkeston Division in favour of a policy which embodies the abolition of the hereditary principle in legislation and the establishment of an elected Second Chamber?

The proposals of the Government, as I stated on Monday, will be fully laid before the House at the earliest possible date.
