asked the Under-Secretary of State for the Colonies if he can state whether any scheme is under consideration by the Colonial Office to enable officers of the various Protectorates or Colonies in East or West Africa to insure their lives at a reasonable rate for provision for their wives and families?

The matter has recently been considered, but, so far as the Protectorates in East Africa are concerned, it was decided that a Government scheme is not required, in view of the facilities which already exist for effecting insurance at reasonable rates. As regards West Africa, where the difficulties in the way of private insurance are much greater, the question of establishing a Government scheme is under consideration.

Would the right hon. Gentleman say whether the proposals with reference to West Africa will also have effect in the Uganda Protectorate?
