asked the Home Secretary whether he is aware that at the Manchester city police court five youths, the youngest of whom was but 17 years, were sent to prison for three months for stealing articles from the goods arches of the London and North-Western Railway Company; whether due precautions are taken to guard such articles; and whether, in view of the advice of his Department with respect to first offenders, he can take steps to reduce this sentence imposed on the children of poor parents?
