asked the Secretary of State for War whether he will amend Army Form E 611 so that in future it may not be necessary for a soldier of the Territorial Force to be brought before a magistrate or commissioned officer in order to sign the declaration on re-engagement?

Mr. HALDANE

If the hon. and gallant Member will refer to Section 9 (1) (c) of the Territorial and Reserve Forces Act he will see that the statute requires that the prescribed declaration shall be made before a justice of the peace or an officer. The Army Form cannot, therefore, be amended as suggested.
