§ Mr. BUXTONI am afraid I cannot give the figures. To ascertain them would involve considerable trouble and expense. I adhere to the view that established posts should be made where practicable. I shall be glad to have inquiry made into any particular case brought to my notice in which it may appear that an unestablished post has been created unnecessarily.
