GREYThe number of Russian troops at present in or near Tabriz is understood to be about 4,000, and there are also small detachments which have been sent to reinforce the guards already stationed at Russian Consulates in other towns in the North of Persia. The city of Tabriz is under the Deputy-Governor, the Ijlal-uI-Mulk, a prominent local Nationalist leader, who has just been appointed at the request of the town, and who is in charge pending the appointment of a regular Governor.
