§ Mr. CHURCHILLThe power of the United States Congress to revise the 1823 Customs Tariff is clearly not limited to annual revisions nor to revisions on the election of new Presidents. The present tariff has been in force since 1897, and the three previous tariffs were enacted in 1894, 1890, and 1883 respectively.
