asked the Chancellor of the Exchequer whether he can quote a single instance of the duty on unmanufactured tobacco being raised by as much as 8d. per pound at one operation?

Increases of 8d. per lb. or upwards in the duties on un-manufactured tobacco were made on 6th December, 1795, when the duty on Spanish and Portuguese tobacco imported into Great Britain was increased by 1s. per lb.; on 9th June, 1819, when the duty on British plantation or American tobacco imported into Great Britain was increased by lOd. per lb.; and in June, 1811, when the duty on all tobacco imported into Ireland was increased by 9 13–20d. per lb.
